Responsibility
Extended note
Responsibility requires a traceable relation among role, mandate, action, actual influence, decision, and capacity for correction. It must not automatically be assigned to someone merely bearing a category or title, or lacking practical control over the matter.
Limitations
Not the same as
- automatic blame
- a role without power
- symbolic ownership
